Your letter of the 3rd overber about aircraft flying over Hongkong. You will see that in the penultimate paragraph of his letter of the 28th October Walkin said that the Hong Kong Aircraft Ordinance 191? "would only come in if the aeroplane flew over Hong Kong without dropping bombs and in the abuence of ary roulations made inder Seation 4 (2) I think it would be difficult

to justify firing on the neroplane in the circumstances

If this is the onse it sems to us that the sconer

regulations are made under Section 4 (2) the better

it will be, and we propose to ask the Governor if he has

not alreary issued regulations to do so as soon as possible

If you agree, ze should be grateful if you

would supply us with a model draft. You will see that the

regulations must (1) designute the officer to make the

signals (2) prescribe the signals to be made (3) prescribe

the action to be taken by the aircraft when such signals
